New Energy Laws Affect All Domestic & Commercial Properties
From April 2006
Recent changes to the England and Wales Building Regulations on energy conservation proposed on 13 September 2005 are the first steps by the government in meeting the EU Energy Performance of Buildings Directive. These changes aim to save a million tonnes of carbon per year by 2010 and help to tackle climate change.The revised Part L1 and L2 of the Building Regulations for England and Wales require all new commercial buildings of a smaller capacity (i.e. 500 sq.m area and above) and all new domestic dwellings to be tested to ensure that they satisfy the minimum energy performance standards set by the government to ensure all new buildings are better insulated and use more efficient heating systems.
These new regulations make Air Pressure Leakage Testing mandatory, and improve compliance by showing where there is unacceptable air leakage allowing, amongst other techniques, to evaluate the energy performance of a buliding. Poor levels of airtightness in buildings contribute greatly to heat loss and thus increase avoidable energy wastage. Under the Building Regulations Part L2 Air Pressure Leakage Testing is a statutory requirement for larger buildings, whereas smaller buildings must demonstrate suitable construction techniques and use of materials.
